This paper contributes to the relatively scant literature on impacts of inequality efficacy public works programmes. We study this in context India. In particular, we examine effect land implementation world’s largest workfare programme – National Rural Employment Guarantee Act (NREGA). Our OLS estimates demonstrate that concentration ownership reduces NREGA. An instrumental variable (IV) analysis, where use historical tenure system as an IV for contemporaneous inequality, further corroborates our findings. negative relationship is consistent with hypothesis work schemes raise agricultural wages private labour market, thereby incentivising big landlords their political power oppose such exclude possibility higher provision jobs more equal areas driven by a demand or caste religious differences. suggests ownership, proxy asymmetries, could hinder effective development policies.
